They churned the data, over and over, until they could select a handful of precincts that were key and would skew the election. Those were the states and precincts they targeted for a hit.
Notice that in the months before the election there was a hue and cry to loosen voting standards in certain states "because Covid". It turned out that those were the precise states where critical cheating occurred.
