The Tennessee legislature included an amendment to an election-related bill that would require a “non-visible” watermark on every absentee ballot.
The Tennessee Election Integrity Act, which passed the Senate 27-0 and the House 92-1, would go into effect in January 2022 if Gov. Bill Lee (R-TN) signs it, the Center Square reported.

Under present law, signature verification is the final verification necessary before a counting board counts absentee ballots. Under this amendment, signature verification will remain part of the verification process but will not be the final verification. This amendment requires a counting board official to verify that the absentee ballots contain the watermark and reject any ballot that does not bear the watermark.
A co-sponsor of the bill, state Rep. Jason Zachary (R) said the measure “requires a non-visible watermark be placed on every mailed absentee ballot, further ensuring the integrity of ballots and elections” in the state.
“No watermark, the ballot is rejected,” he added.
“This is a good bill, a very good bill, and I want to thank you for bringing it,” he added.

Rep. Bruce Griffey, R-Paris, said there are five vendors in the state that provide the paper for absentee ballots and all are able to put the watermarks on the ballot.
After some debate on the cost of previously purchased paper without the watermarks, Griffey said the estimated cost would be $105 per election commission.
He disputed the notion that the bill’s intent was to suppress votes.
“I think this bill is to ensure that absentee ballots that go out have an additional security measure,” Griffey said.
“All Tennesseans desire secure elections,” state Rep. Jerome Moon (R) said. “Thank you for a very well thought out, very researched piece of legislation.”

Watermarks are racist! Watermarks are badges of slavery! Watermarks are White supremacist dog whistles!
Every ballot should have a bar code or QR code so it can be scanned only once.
Every ballot should be printed with consecutive numbers or a random alogarithm code which is verified when scanned.
Every ballot should be printed on paper treated with a specific ultra violet dye during manufacture.
Every ballot should be printed on a paper size that cannot be purchased at Office Max.
NO ballot should be able to be printed on a home or officer desktop printer.
Every ballot should be manufactured with a security strip as is our currency.
If ballots are scanned by optical readers it should be simple to add unique security features.
These are but a few of the security measures I hope will be implemented before the midterms.
Few or none will be because Republicans don't care about securing the next election. They'll wait until the votes are certified and them stomp their feet.
I hold out little hope the next election will be any more secure than the last one.

What’s the point of having counterfeit-proof currency if ballots aren’t also counterfeit-proof?

Watermarks are a good idea. However, Signatures should be on the BALLOT... not on the envelope. Duh.
Many of these ballots are printed legitimately, but are not voted legitimately. This will not help with that.
Wouldn’t a database be better for this?
Match the ballot with the database entry and check it off. This eliminates duplicates. Any ballots that came in that are not in the database get investigated.
Why not before the 2022 election?
January 2022 is before November 2022. (Am I missing something?)
