With our California wildfires many if not most Northern counties/cities by law require cutting/mowing weeds by 15 May of each year:

May 14th, :: 02:54 p.m. PDT ... Grass/weeds must be cut.

We did the same and had our grass removed in our back yard and replaced with lawn carpet and gravel paths.

The same removals were done on our side lawns and basically only rock and minimal ivy was left.

There are zero plants any closer than 50’ to the streets. Too many rectum smokers throw their cigarette butts out of their vehicle windows when driving past.

“This is what happens when people from New York and New Jersey move to Florida”.

My second “violation” in 40 years. First, my yard “harbored snakes”. (Situated 200 feet from a thousand acres of citrus).

Second, a newbie code enforcement gal says my enclosed car trailer will be crushed, I’ll be charged for it, and the
charges added with interest unless I move it, put wheels on it, and register it. “Never mind, you can call it a shed, don’t have to move it, but you still have to put wheels on it, and register it. Oh yes, you have to remove the vines from your property, get your camper in running order, and register it. Your three Sunfish sailboats have to be stacked, or stored in the enclosed car trailer/shed”.

Never mind that the aluminum trailer has been storing perhaps a hundred thousand dollars in Porsche parts for 40 years, guards my home from tornadoes while “grounded”, a similar camper just sold at auction for $74,000, and the vines are rooted in the complainant’s yard.

A pandemic still rages, nothing is in writing, while I’m fixing the place up before driving north, and just had surgery while pushing 80 years of age!

Absent about twice a year, I paid an established lawn service a year in advance. Hurricane Irma wiped him out of business.

But great old oaks keep the grass down, and a thick coat of colored flowers of the Periwinkle predominate today, anyway. Most are taller than grass, but make a nice ground cover. Potato- and Philodendron- vines race in from my neighbor’s yards.

Such is central Florida, where it was 95° today...

Looks like a robust growth of St. Augustine grass.

Nice neighbors too. I suppose two fellows with weed whackers could have knocked down the big end of the growth in 30 minutes.

Seems like a few bags of Bully-Boy would steam-up and provide an agricultural aroma for the neighbors to enjoy.

We did the same and had our grass removed in our back yard and replaced with lawn carpet and gravel paths.

I looked into “lawn carpet” but we have too many trees that lose their leaves in the Fall which means I would have to rake and dispose of them. Now I only have to use a leaf blower to clear the gravel walk way and leave the leaves to become part of the landscape.

We have lots of birds that enjoy the wild environment of our yard and we have four feral cats that keep the yard free from mice and rats (although the occasional raccoon proves more then they can handle.)

We looked at a house that was next door to that problem. It was a man and his 3 wives from Pakistan. The town ended up cutting his grass and charged him bigly for it. He suddenly developed the ability to speak English and claimed it wasn’t his fault he didn’t cut the grass. He ended up hiring some kid in the neighborhood. He decided that paying that kid 1/3 of what the town charged him was a great deal so the kid got paid $100 to cut a small yard.

I don’t like the way some neighbors lawns, old cars, dilapidated houses look, but I figure if they pay their property taxes I can overlook it.
= = =

Every once in a while, my yard may collect an old car, or some ‘useful junk’. I take care of it later, but that’s part of how I live.

Note that as our economy ‘improves’, more neighbors will get dilapidated. The ones who don’t should be suspected of enemy collaboration.

Our outside carpet is not that big.

Once a week our yard guy blows off the leaves and puts them in the brown recycle container.

Then, once or twice a week I use my rechargeable Makita blower to clear the deck by the outside carpet and the outside carpet.

Our outside carpet is small in area covered and protected.

About 200 yards away a neighbor with more money than most of put in about half a football field of carpet by a busy street.

Besides the leaf and other stuff you noted, that area got hotter than hell with sun on it the whole day. They removed it and put solar stuff where it was.

The worship of property values is disturbing.
Agree with you 100%.

The "new normal" has become that property owners have an obligation to keep their property in such a way that maintains, or actually improves, property values. Local governments enforce this policy because a reduction in property values reduces their tax ratables, thus their power to give jobs to their cronies. Thus we have an abundance of code enforcement officers driving around in government vehicles, drawing a government salary, benefits, pensions, etc. to enforce compliance. So the cost of enforcing conformity is just more big government, and less freedom.

The cost for forcing your neighbor to cut his/her lawn to community standards isn't free. It used to be that it required a real nuisance on the property to justify such things, but no more. I remember reading about a case 10+ years ago (from MO maybe) where someone, didn't want to maintain a lawn. So the owner planted edible plants all through the yard. Some government official called it an overgrown lawn and had it all cut down and removed, then sent the owner the bill. I think the owner got a court settlement. It's hard for the government to justify destroying productive food plants. If someone doesn't want to pay for cutting grass, their are creative solutions.
