Just speculating - the name is French. There are several places in France named Vaulx and its likely the name is geographic.
When he was born, in 1961, the French were in the process of shutting down their colonial infrastructure in North Africa, taking the numerous French residents of those countries home, creating a generation of “pieds noirs”. This fellow likely was one of them, a baby at the time.
