Not in public schools. States require that the children get varying sets of vaccines to attend school. No vaccine, no school. Most parents vaccinate the kids or, in the case of CT, 7,000 get a religious exemption.
I don't know of a state where the "thanks but no thanks" provision applies, though I'm sure there are several.
