Russian troops began pulling back to their permanent bases Friday after a massive buildup that caused Ukrainian and Western concerns.
On Thursday, Russian Defense Minister Sergei Shoigu declared the sweeping maneuvers in Crimea and wide swaths of western Russia over, and ordered the military to pull the troops that took part in them back to their permanent bases by May 1.
At the same time, he ordered their heavy weapons kept in western Russia for another massive military exercise called Zapad (West) 2021 later this year. The weapons were to be stored at the Pogonovo firing range in the southwestern Voronezh region, 160 kilometers (100 miles) east of the border with Ukraine.

This was actually a Response to US/Globalist Regime Change Policy and the Failed Covert attempt to Execute that Policy in Belarus by assassination of the President of Belarus, and the installation of a US/Western Globalist friendly Coup Government.
In the sense that Xiden backed down after the failure of the assassination and coup, with the plotters taken alive and forced to talk, yes, it was a test of Biden.
It was never sabre rattling, look to what Russia did to Georgia when they persecuted Ethnic Russians.

Given the Disinformation throughout the Western Mainstream Media, it's not surprising.
Putin moves are viewed in the media as he is the aggressor or initiator, but Putin is actually Reacting to Western initiatives that destabilize the region.
Far Leftist US/Globalist "Regime Change" Policy and "Democracy" (Mob Rule) has destabilized and destroyed every place it has been imposed (often by Covert Force and Assassination), and Putin is Reacting to that.
The difference nowadays is that Russia has the ability to do significant damage to the US military and the US itself.
Previously, no one on the receiving end of "Regime Change" had that ability or the ability to get the full story in the news.
