Hmmm. A trend? Chaos and weakness in the strategy, operations, communications, and degree of public order achieved by a police force with a chief-ette in charge. There seems to be a strong correlation, going only by the news from high-profile cities in the news over the past year or so. But I'd like to see an across-the-board, objective analysis.
