On Thursday, 15 April 2021, the Texas House passed CSHB1927, one of the bills otherwise known as Constitutional Carry, 84-54. Democrat opposition to the bill was fierce, in spite of 19 other states have passed similar legislation without adverse effects.
Texans are already able to carry rifles and shotguns around the state without any permit.
A Texas state constitutional amendment passed after the Civil War, during Reconstruction, was how handgun carry was allowed to be infringed in Texas. The Texas Amendment was aimed against minorities and freed slaves.
Legally armed Texas has shown itself to be extremely law-abiding. They have been more law-abiding than police in Texas. Gradually, slowly, incrementally, more and more restrictions on the carry of loaded handguns have been removed. There have not been any adverse effects.
Because Texans already have the ability to carry pistols in their vehicles without a permit; and rifles and shotguns in most places without a permit; the practical effect of the bill on crime will be very little.
The symbolic and legal effect of restoring Constitutional rights, and limits on government power, will be significant.
Constitutional Carry has been pushed by Second Amendment advocates in Texas for years. It is a prominent part of the Texas Republican Party Platform. It is very popular with conservative Texans. It has been repeatedly stymied by the Democrats and Republican leadership in the Texas Legislature. The Texas Legislature only meets for a brief period every two years. Thus, there is only a small time frame where legislation can be passed.
Second Amendment supporters have fought against the Republican leadership by using the primary to vote out those who willfully side with the Democrats against the Republican platform.

Some say he had a hand in stopping Constitutional Carry before.
Patrick said yesterday that the Senate does not have the votes presently. He said he will work on getting more votes. We will see.
I’ve liked Dan’s past stances, more so than Greg’s.
I would not have thought Dan was such an issue. That sucks, if so.
Today for the second time in as many days, I called the Chief of Staff for Senator Joan Huffman (17th District) to find out exactly where she stands on this issue of Constitutional Carry (HB 1929). As yet, her position is UNKNOWN. I find this to be extremely disappointing and not at all encouraging.
I see that as a cop-out. The bill needs to come to a vote, if only to show who votes against it.
Dan Patrick knows it will be difficult for Republicans to vote against this bill. He is giving them cover.
The Republican leadership has been complicit in stopping Constitutional Carry in Texas for at least a decade.
If it doesn’t pass this time, it never will. Texas is going bluer faster than anyone realizes.
Dan is needs to leave his carpet bagging ways and assimilate. Bring it to a vote!

It looks to me that there are 54 State House members which need to be run against. And the campaign slogans write themselves.
Patrick will pass it or he needs to resign and leave Texas.
Just called my state senatecritter, Jane Nelson, and she apparently “doesn’t have a position on it”. Very disappointing. I let them know.
Even if Texas makes Constitutional Carry a state law you can expect Democrat run towns like Olmos Park to continue violating the 2A rights of Texans.
What really sucks is that it’s the POLICE in these little towns who knowingly violate existing state law and they get away with it because of qualified immunity and because too many idiots think that cops are right even when they’re wrong.

Question: with Constitutional carry one does not need a permit. How does this effect reciprocity with other states that require permits?
If memory serves, we currently “enjoy” a super majority in the legislature. So.... what gives?
Many states that have Constitutional carry also provide CCW permits, primarily for their residents when they go out of state to those states with reciprocity deals. There are even a number of states that allow non-residents to get a CCW (Utah and Florida come to mind) that allow you to concealed carry in about 35 states that have reciprocity deals with them, even if you live in 2A hell-hole like California.
It does not affect permit status. All states which have restored Constitutional Carry have retained their shall issue permit systems for the advantages which permits offer.
The Texas proposal would keep their current permit system in place.
Patrick has already stated he is against it.

“doesn’t have a position on it” means she’ll vote against it. She is another politician without an opinion but gets paid for her opinion.
