I don’t think the driver was confused. He knew exactly what he was doing. He calmly repeated “What’s going on?” over and over again in order to provoke a reaction from the cop and capture it on video.

Blacks have been an over represented demographic in the US Army for about 70 years now. Most are good people who came from lower incomes and wanted to make a life for themselves in a non-racist work environment, serve their country, or honorably climb out of poverty.
