There was a suggestion a couple of days ago that by stopping the wall Biden had violated a law that says the POTUS cannot refuse to execute congressionally directed funding. Probably intended to stop POTUS from stopping earmarks but it's on the books and seems to apply in this situation.

A couple of days later a story about how it's just paused and not stopped comes out. Kabuki theater, this is just plausible deniability that he killed it. It's just a lid day for the wall ... every day is a lid day for the wall but rest assured that someday Biden will get it going again. Nothing to see here, no law being violated, move along. And they will.

I agree - they will slow roll it, and find a hundred ways to make sure it does not happen, or is ineffective.

There must be some burn rate of the funding while construction is “paused”, so there will be at least that much less wall in the end.

They should be legally obligated to build those high priority miles in the Rio Grande Valley and Laredo Sectors, that Congress directly appropriated, but if they delay long enough, Congress can re-direct it.
