CBS4) – An 18-year-old Colorado man was arrested in Puerto Rico over the weekend for not wearing a mask. The U.S. territory requires everyone to wear a mask even if they’ve been vaccinated.
A news report in Puerto Rico names the tourist as Torino Walter Bickmore. It states the man was “disoriented, uttering profanity, aggressive with passers-by.” Officers asked the man to get out of the middle of the street, but the man refused. The man was apparently intoxicated.
Police also say the man was not wearing a face mask and refused to wear one when asked to.
Police ended up using a a taser and arresting the man.
While prosecutors tried to file charges of obstruction and violation of an executive order, a judge ruled the man was in an alleged state of intoxication and did not understand police commands.
He was not arrested for 'not wearing a mask'. They guy was intoxicated, blocking traffic, and uttering profanities to passerby. The police asked him to move out of the street. He failed to comply, and started acting aggressively towards the officers, which is when he got zapped and cuffed.
But CBS is making the story about masks, when mask was a side issue.
Eventually, a judge let him go because he was so out of it that he couldn't possibly understand police commands. He still got slapped with a $100.00 fine for refusing to wear a mask when required. in Puerto Rico, masks are required indoors and outside when social distancing is not possible, as in a crowded place.
All stupid, yes. But that's what happened.

Important travel tip. Be aware of local laws and customs. In some places, you can be drunk off your butt and prance about in the middle of the street and antagonize passers-by but you must wear a mask.
