Pence was picked because:

• He would appeal to evangelicals
• He would pull in the never-Trumpers
• His 'nice guy' act would appeal to soccer moms
• Basically he was there to temper Trump for those squeamish about his tweets.

That's it. Basically he was supposed to be the traditional Republican on the ticked (i.e. the Bush wing GOPe guy). He had, at best, mixed results at all of those objectives. And the guy who's only purpose was to be the quiet dork in the back of the room is hardly a good reason to make him President. So what did he do in that role that set him up for it? Nothing, until the very end when he folded like a cheap suit and played a big role in election fraud.
