At some point, any and all bankrupt cities need to be forced to de-incorporate, stop collecting taxes, and revert to territories. Municipal government needs to be disbanded, pensions paid on the spot with whatever residual monies are on hand. They cannot be allowed to continue to be a financial burden on neighboring communities.
Of course that may mean that entire states become territories but so be it.

This excerpt is reminiscent of days gone by (like in Nazi Germany)
Under the reimagined format, Ithaca’s streets would be patrolled by armed “public safety workers” and unarmed “community solution workers,” who would collaborate and report to a civilian director of public safety.... Should they be rehired, the former officers would don redesigned uniforms baring a “more welcoming agency brand.”

“One for One.” That is a brilliant idea. It should be the law in all of the towns that are defunding the police.
Portland, Seattle, Chicago, and all the others deserve to have their law makers feel the pain that their stupidity has wrought on the citizens.
