Manchin said he's opposed to eliminating the filibuster entirely but is open to returning it to the days where if you wanted to filibuster then you had to stay on the floor of the Senate for the duration, as it was until 1970. I suppose there are ways to continue blocking bills under that format - once one Senator can't go on then a new Senator announces their own filibuster, something like that. But it would mean an end to phoning-it-in and blocking legislation that way.

DO NOT trust Joe Manchin.
Anything he says that looks like he is a patriot is an orchestrated lie designed to distract from the truth that he is being blackmailed over the possibility of his daughter being put in prison for a price fixing crime.
