He and all others like him know exactly what they are doing: they are EVIL, COMMUNISTS, ETC.
The states do, within reason though. It should be an amount that is not too high for small businesses too afford, and not too low that employers are allowed to pay .15 cents an hour or some other slave labor/sweatshop hourly amount.
