PR does not pay Federal income taxes. On the other hand DC pays more than many states. Other thoughts and facts to consider. Low wages mean many from PR would owe no IRS taxes. Voting for ststehood in PR has been underwhelming. In DC residents voted about 70% for a controversial constitution promoted by the mayor. DC and MD are both opposed to a shotgun wedding. It would make as much sense or more for DC to get its piece back from Virginia as it was removed because the people there wanted to keep their slave market when DC got rid of theirs, probably because of the diplomatic optics. The Tennessee option might work for DC. An independent PR would be tempting to Cuba and Venezuela and their supporters. People in PR have been known to vote for Republicans. People in DC have rejected Socialist candidates rather consistently in recent years.
