Evanston, Illinois, is like a lot of American cities. The city just north of Chicago appears picturesque, updated and grand on one side -- but not far away, one can see the signs of economic and racial segregation, despite the city's proud, diverse and liberal reputation.
What sets Evanston apart from other cities, however, is its groundbreaking plan to address the impact of that segregation and Black disenfranchisement: reparations.
The impetus for the city's reparations resolution, first passed in 2019 and spearheaded by 5th Ward Alderman Robin Rue Simmons, is rooted partially in Rue Simmons' experience growing up Black in Evanston.
Rue Simmons acknowledges the concerns of those community members who feel $25,000 is not enough.
"$25,000 is life-saving for some families right now," she said. "But relative to the injury, it's not nearly enough. And I get that."
That's why she hopes more relief will come from reparations at the state and federal levels, including HR-40.
But Evanston's leaders are not waiting for Washington. They plan to begin dispersing funds this spring and hope that is just the first reparative step for Evanston, and for other cities across the country.
"When I introduced reparations in Evanston it was always the first step of many to come," Simmons said. "There is a lifetime of work ahead of me and my children for us to get to justice for the Black community."
She said she remains hopeful, and that she must, to do this work.
"I do believe that we're committed as a city. And I believe that we will advance reparations," Simmons said. "I can't wait to celebrate the family that receives their first reparation benefit. I cannot wait for that day."

Robin Rue Simmons, Alderman of the 5th ward of Evanston, Illinois, said reparations are broadly supported in the city.
Hispanics, Asians and other folks are lining up to pay reparations to black people....
not....
People who never held slaves giving even more handouts to those who were never slaves.
Evanston, Illinois - Population: 74,587 (2019)
Your tax base will not support this for long.
She gonna run out of [h]OP[iu]M.
None of which will fix her itch.
So, we can assume Evanston is running a massive budget surplus to even think about doing something like this?
“Your tax base will not support this for long.”
Those that can leave, will. So, you’ll have a bunch of poor whites, and blacks, taxing themselves to make the blacks prosperous. That’s going to work.
More people will be fleeing from Illinois and heading to Floriduh for tax relief.
It’s only since December, 1865 (Thirteenth Am.) that slavery was ended. That’s pretty recent. The wounds of the injustice are still felt by the freed slaves, or, uh, well, the current black people born sometime after 1910 if they’re 111 years old, for instance. and they need a financial hand up to make it to the American success story./s
So, get out your wallet.
Not with my tax dollars. Blacks hit the damn lottery being in this nation. Who are the Africans going to pay reparation to? Go live in Africa if you don’t like it here.
White men died to free them. That’s ENOUGH.
A Northern city that fought the Civil War to free the slaves and NEVER had slavery.
Hmm. Evanston was part of the territory that prohibited slavery.
The best things cities could do for blacks is implement a rigorous, no-BS system of charter schools in the inner city. But that is the thing they seek to destroy whenever one pops up and humiliates the public school system in any city.
Families of Union soldiers got ZERO reparations.
I still don’t understand how this sort of thing is supposed to work. Suppose you have just one black parent, but you self-identity as black. Will you get the entire $25,000, or just $12,500?
And suppose you have just one black grandparent? Do you get $25,000, or just $6250?
This social justice stuff sure is complicated.
They’ve really BS’d white people that blacks in their little NEVER slave city are laboring under the horrible burden of racism by the current liberal residents.
If this city is not majority white this is straight out racial oppression.
Evanston is the home of Northwestern University which hired one Bernadine Dohrn, wife of the super radical William Ayers, as a “law professor” after the Illinois Bar Association refused her admission to the state bar. Dohrn publicly praised the Manson family murderers to the acclaim of the SDS hooligans. Ms. Dohrn was involved in all sorts of crap back in the 1970s but this shows you the quality of the institution that dominates Evanston and its thinking. I’m surprised downstate Illinois isn’t thinking of joining Indiana which works so much better.
Making amends.....
Reparations is a scam that is falling under the guise of ‘making amends.’
Evanston...65% white 18% black. 304 million 2016 budget - 7.8 square miles area...per capita income 40K+ 2011...population 73k 2019
How did the lady become 5th ward alderman? surely someone was holding her back...
