Cuomo is the worst kind of a cuckold. He did not have the courage to redeem his honor by physically confronting the man that seduced his wife. In Italian culture such a cornuto (cuckold) is nothing more than an agitated wimp. He has no honor. Being a crude serial harasser of vulnerable women is consistent with his pathetic character. He bothers women but has no courage to confront the man who ruined him.
