I’m surprised to see this kind of sentiment in Pennsylvania. In my experience, PA contractors do very well by taking advantage of the prevailing wage laws in OTHER neighboring states. When everyone is forced to pay the same labor rates, then the contractors who have lower non-labor costs will always have a competitive advantage.
