Correct, it's an address to a joint session of congress. And all recent presidents have given them.

Not true. First term presidents, in their first year, a month after their inauguration, do NOT give a SOTU address. They give an inaugural address, and the first SOTU is a year later at the end of their first year in office.
President Trump gave a "Speech to Joint Session of Congress" on February 28, 2017. It was not a "State of the Union" speech, because Nancy Pelosi didn't rip up the script aftewards.
