The lack of compliance might actually be what they’re looking for. Just look at what they have do with Jan 06 non-incident.
They have been illegally copying FFLs records for decades. They know every purchase you made in the past 20 years.
They aren’t going to worry about constitutionality or compliance. If you don’t comply your bank accounts will be zeroed out and all your credit cards cancelled. They have been building up to it for a long time.
