A citizen's list of 'common core' actions for election integrity: The actions listed herein will substantially help to effect trustworthy elections in future

This article offers a list of seven suggested "common core" actions deemed essential for election integrity. These actions need to be accomplished by state legislatures prior to the upcoming November 2022 congressional elections. Most, if not all, of the suggested actions could possibly be included in a single, comprehensive regulation or item of legislation, etc. (It is recognized that some legislatures most likely will not favorably consider many of the suggested "common core" actions, but concerned citizens should try to convince them!)

The following seven actions are suggested as a "common core" for election integrity in national elections. As such, citizens need to effectively press (lobby) their state legislators to accomplish the actions prior to the 2022 elections:

1. Require and provide for voting and vote tabulation to be accomplished by paper ballots that will be manually hand-counted (no use of electronic voting and vote-tabulating capability).*

2. Require that in order to be counted as a legal ballot, a ballot must be cast and received by close of business on Election Day.

3. Require that absentee ballots, requested by registered voters, are the only mail-in ballots allowed.

4. Require that with the exception of absentee ballots, all voting must be accomplished in person at prescribed polling stations. Declare the practice of "ballot-harvesting" illegal.

5. Require that early in-person voting be allowed at prescribed polling stations up to 14 days prior to Election Day.

6. Prescribe substantial criminal and/or financial penalties for people committing voter fraud, cheating, or otherwise acting illegally prior to, during, and after an election, including actions by state or local officials that effectively modify election law independent of the state legislature.

7. Require a government-issued photo ID in order to vote in person.

8. Future use of electronic voting and tabulation is dependent on adequate, comprehensive testing and security certifications of the intended machines and software.

Four additional action items to help ensure election integrity are:

1) verify a person's U.S. citizenship,
2) verify the accuracy of voter registration lists,
3) prohibit early vote-counting; and...
4) prohibit private donations to local election officials such as the reported $350 million recently donated to election officials in several states by an organization funded by Facebook founder Mark Zuckerberg.

Good Start.

Someone needs to go through Navarro’s list of frauds, and identify controls to prevent every one of them. Preferably with the aid of a couple of operational audit firms that are good and identifying controls.

And there needs to be severe penalties for failure to comply with regulations and controls. Stuff like blocking Republican observers or breaking the chain of custody should result in prison sentences. They do it with impunity now and nobody ever gets prosecuted.

There should be additional observers in swing states and/or highly contested or corrupt areas. These areas should be video taped and by someone other than election officials.

Every single transaction should be captured in a log. If a vote ever goes backwards, you should be able to identify who initiated the transaction.

There should be total transparency from the vote count on a single machine to a precinct to state.

We need reform, and their are some good points here, although laws mean nothing without enforcement. The whole lie that there is no proof of fraud results from a lack of transparency. So, allowing viewers to witness the process is a needed requirement. Slow counting the ballots, and denying transparency should create a presumption of fraud by those administering the count.

The standard practice in Europe is to vote on a weekend. That gives people two days to get to the polling station. So, no need for collecting ballots for 14 days. That can lead to problems. Mail in ballots are generally prohibited in Europe. People living abroad need to vote at their consulate.

Gardiner made some good recommendations, but didn’t go far enough. In addition:

After every quadrennial election, every state must complete wipe out its voter rolls. Every person has to register in person months in advance of the next election with an original birth certificate and one other form of secure photo ID. The house-bound and infirm can be visited by elections registrars to be registered in their abode.

Every voter must dip his or her finger in indelible purple ink after voting.

The only mail-in ballots acceptable are genuine absentee ballots requested by the voter in advance.

There will be an Election DAY, not an election SEASON.

Security, inspections, and poll-watching will be beefed up 1,000 fold. Watchers will be stationed immediately behind each vote counter. Armed LEOs or National Guard will escort all vehicles moving ballots. Proper chain of custody will be maintained and recorded.

If software is to be used, it shall be open source and provided by an approved open-source entity. As open source, the source code shall be available for inspection and audit by anybody.

Motor voter and same-day registration are made illegal.

State officials who violate their state constitutions with regard to voting integrity and procedures shall be arrested by U.S. Marshalls and immediately jailed pending trial.

There were a series of fraudulent voting charges here. Were they enforced and corrected before this election took place ? If they weren’t is not a review called for ?
If the Georgia Secretary of State is in charge of voting he has the responsibility of enforcing the state’s regulations as to who votes. And eliminate those from voter lists who don’t qualify.

Assign prosecutors to personally canvass and investigate. Check if military actually voted by asking them. Identify all voters by checking on legal age their residency and citizenship. If found they do not qualify charge Illegals including state visitors known as snowbirds also include any technical computer fraudulent Italian programming testimony when presenting to the court and get these election results tossed.

YES!! Count the voters first, not the ballots. A simple pre-numbered notebook that everyone signs when voting. We have XXX number of signatures, every office, proposition, bond issue etc. must equal that number.
Paper ballots. Small precincts. I suggest that elementary schools be the precinct. Every house or apartment is assigned an elementary school with a certain specific boundary. The student population of an elementary school is usually kept small to keep from overwhelming the young kids.
Small school population equals small adult population too, therefore the number of ballots probably would be less than 3000. A hand countable number.

I would like to propose an alternative to "Voter ID" that will get the job done. Democrats have complained about voter suppression as a consequence of requiring voter ID at the polls. Hence my idea:

At election registration, take a picture of the voter.

As part of the sign-in process at the polling place, the election judge will compare the picture in the polling book with the voter. This plus signature will identify a person as a valid elector.

Further, registration will need to be periodically renewed and a new picture taken. I suggest that the renewal period be every four years. This helps with the issues of pruning voting rolls, as stale registrations will automatically expire.

The various State Department of Motor Vehicles have demonstrated this is an excellent way to verify identity. Also, passports are required to have pictures. So there is precedent.

Requests for absentee ballots will require the voter visit the office of elections, and the representative shall compare the stored picture with the voter. (But see next, for disabled voters.)

For those people who are unable to travel to the office of elections, or to the polls, a registration clerk with a laptop computer will visit the voter on request. At that time, the voter may request that absentee ballots be mailed to the voter. The office of elections shall be required to audit such requests for validity, similar to the methods used to validate claims of disability with the Social Security Administration.

Each State shall determine how non-employees of the office of elections may register a voter: how to credential such people, bonding requirements for such people, and chain of custody of the proof of citizenship and residency.

To minimize the necessity of individual visits, each office of election shall hold "registration fairs" at public places such as malls, nursing homes, community centers, schools, post offices, and similar places where people can register easily.

This removes the need for same-day voter registration.

Valid and current Real ID would be sufficient to show proof of citizenship. This removes the requirement of people having to show birth certificates and utility bills to register to vote.
