It would be nice for the Supreme Court to codify that since some Bolshevik states will slap a felony on you for carrying with the wrong state permit.
the 2nd and 14th Amendments should entitle you to carry open or concealed in every state, without federal or state interference, in the USA, as well as to do so without federal interference in the territories and protectorates.
