I think you are correct. Someone is playing with the numbers, just like the election. Every night on Waldometer they shift over at 2000 EST, 000 ZULU. Yet whe I check in around 2200 the US numbers always seem to jump by 7K to 10K, even though the site supposedly shifted to the next day.

Article IV Section 1:

The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States.

States cannot be isolated from each other.
