The goal is to keep the universal mail-in ballot scheme in place and get 60 Democrat senators in 2022. So they have to have the COVID panic and lockdowns until at least the time of the election. Twenty-three Republicans must defend their seats. They should pick up a couple through natural means, and then there's the cheating for the rest. After they reach 60, all legislative hell will break loose as they dismantle the filibuster, pack the Supreme Court, add a couple of states, etc.
