This was a full House vote, not a vote of the GOP caucus. Dems control the House and they were unanimous in voting to remove her. Although a small handful (11 of 211) of GOP did vote with them, it did not matter.
I think a key point about the Kamala Harris quote is that she does not identify who she is talking about.
This can be interepreted to mean that she still condones violence at the Capitol and is part of any serious insurrection risk identified with regard to Jan 6.

The Republicans will be lucky to win 100 seats in 2022. Each day they offend more of their base. The GOP turnout in 2022 will be in free fall.
The Minority Leader doesn't control the House. Nancy Pelosi is the Speaker of the House - she runs the place.
One suspects that they wanted to but would let someone else share the GOP voters' ire.
No matter, they can't undo their icky impeachment votes just by not being foolish and non-representative twice.
