I thought there was only the tunnel between the WH and Treasury. I don’t think there’s a tunnel to reach the State Department on C Street if that’s where he was supposed to go.

Took a tour of the WH in 1954 on our senior trip but know about the tunnel from there to Treasury only from books; probably one of Tom Clancy’s.
