Why not permanently garrison the 10th Mountain Division (they like cold parking garages) and have the 82nd and 101st on standby so they can drop into DC when things get really ugly? (I’m joking, but unfortunately it is believable.)

A stronger fence is not to defend against small groups of bad guys.
It is to defend against thousands of people approaching the capital all at once.
Putting a massive barrier around the Capital would symbolize an un-American separation between the people and their government.
