Trump tried but Congress is the ones who need to fix this and they refuse for the simple reason it’s a talking point for each election cycle.

If you think about it, if Congress actually fixed everything, which they actually could minus a few things that pop up unexpectedly each year, there would be no need for Congress in a full time capacity, which threatens their existence.

For Congress to exist, they create problems and then offer to fix them every election cycle.

Trump didn't try very hard. In his defense, there's no way to fix health care in a way that would be politically acceptable.

During the 2016 campaign he promised Americans that they would have "better health care, and it will cost less!"

That kind of idiocy was a great political slogan, but those of us who follow the issue closely recognized it as a comical joke. Making a promise like that is like telling people they can live in Trump Tower for $500/month.
