I wonder how many of these EOs will be challenged? I wonder why a pipeline construction even needs fed approval. Between the pipeline and the wall, how many contracts did the govt sign that have now been breached by the govt? I hope the contractors wrote in stiff penalties for breach by the govt.

The pipeline crosses several states (Interstate Commerce); more than likely crosses over federal land and it crosses an international border so there are several items which involve the federal government and thus, they have the power to grant or deny.
