I may be mistaken but I believe it pertains to contracted employee. It’s written in the govt contract that all employees working on the project must be paid $15

Are their union contracts tethered to an increase in min. wage?
As when the min wage goes up ie $3, all fed wages increase $3.
A GS-1, Step one’s year’s pay is $19,738. With 2080 hours in a year, that includes paid holidays and 2 weeks leave, it equal $9.49 per hour. I don’t think I ever saw a Fed Job that was advertised to start as GS-1. That was usually the wage that a part time intern/summer hire received.

Some years ago, there was, and there may still be, a separate pay wage based upon skills, like a union job and not GS. Perhaps someone can find it.
An Army E-5 with two or fewer years of service makes a base pay of about $14.24 an hour. A fuzzy (E-1) is right at $10 an hour.
Granted, this doesn’t include food/housing allowances, but those are entitlements/reimbursements, they are not counted as income for tax or minimum wage purposes.

GS 1-5 stand to get some types of raises. Not certain if they are considering locality pay or base pay.
Lowest full time Federal worker is GS-1, Step 1 base pay is $19,543. At 40 hr work week, 2000 hrs/yr, the hourly rate comes to $9.77/hr.
