For what it's worth, some states adopted mail-in ballot measures that had nothing to do with COVID-19.
Pennsylvania, for example, passed a mail-in voting law in 2019 that allows anyone to vote by mail for any reason at all.
It was passed by a REPUBLICAN legislature.
I'm not sure what they expected to accomplish by doing this.

Good point will add though that without the Covid outbreak, the daily routines, "laziness", and normal campaigning would have probably diluted the vote totals.
People were hunkered in a box streaming and watching all kinds of crap with nothing to do. Jobless rate exploded. Even if people had a job a lot worked from home. Biden did not have to campaign in a traditional sense which would have exposed him more to public consumption. Biden's campaign was Star Trek's "Patterns of Force" on steroids (Not the Nazi part, how John Gill was utilized so no Godwin's Law).
Election of 2020 was an perfect storm of ignorance, incompetence, arrogance, internal deceit, conditioning, manipulation, and opportunity. Tammany Hall would have been jealous of the atmosphere and circumstances last year.
