Signal is a great messaging app. Talk is encrypted and text threads are stored on your local devices - not a server - and can be deleted by the parties. So it's as secure as you're going to find without taking extreme measures.
That said, it's nothing like Fakebook or any social media. It's just a messaging app - so I'm not seeing Musk's point.

The headline is inaccurate in that Musk is not recommending Signal over Facebook. He is recommending Signal over WhatsApp, which is owned by facebook and communicates a great deal of user data to facebook.
