ANy web site can deploy their own software. The app store is just a spot to get most apps. I’ve installed some apps from my PC directly from the owner. OpenCPN which most people wouldn’t want but i put it on my notebook. It’s not in the app store. It is a graphical interface for the NOAA ocean and inland waterway charts. I have designed software that can be downloaded. I actually developed a phone app.
