Looks like to me Sen. Inhofe, that the Constitution says, that the "manner" of a state's certification, is by the state legislatures. It is the state's legislatures that "direct" the electors.

What he really said was "To challenge a state’s certification that was arrived at by using fraudulent vote data from rigged ballot machines...would be a violation of my oath of office"
