At this stage, you don’t need ‘proof’ — you just need enough evidence of ‘probable cause’ to warrant an investigation.
Has the standard now become: “Without proof of a crime, you can not investigate anything”?
It’s insane to refuse to investigate, on the basis there isn’t enough evidence for a proof. That’s what investigations are for.
