The issue might be as simple as “Who is going to pay for it?”. You can be sure the state won’t ! Getting it done pro bono might bring in bias questions. Donations to do it? Maybe but again how to answer or at least minimize the “You bought the answer you want !” claim?
It’s not a ‘who is going to pay for it’ question. It’s a ‘the SoS won’t let anyone look at it despite open document laws’ issues.
