Hard to tell the pitch of those pipes from just the pic. They could also be Dixie Horns.
Reading that, I immediately thought of my years growing up in the 1960s on New York City's Lower East Side and the Puerto Ricans there who used to decorate their cars with fox tails, fender skirts, and pom poms.
