My take is different. The GOP as a whole has made it clear that they want Trump gone and in cahoots with the dems to steal it from him. PA GOP that controls the legislature is by nature cowardly and gutless anyway so they have been playing ball.
All this does is force them to at least come up with a story of why they won't act when hundreds of thousands of fake votes are being recorded under their watch. But don't worry, they still won't act.
> “The GOP as a whole ...”
You mean McConnell who controls campaign funds. With McConnell out of the loop, the GOP lemmings will meander about trying to find another $$$ teat to suck on but while they try and find it, their constituents give them hell. For a time, they will likely do the right thing.
McConnell will kiss up to Trump just as soon as he sees the power shifting back. I’ve criticized McConnell for years and years but in the end he can always be predicted to flip-flop between who he thinks will be the winner.

They can be turned when they feel heat from constituents. Example: PA State Senator Ryan Aument turned around when his constituents lit up his phone lines and flooded his email:
“The top Republican in the Pennsylvania Senate on Monday (Dec. 21) signaled that his caucus will continue to raise doubts about the fairness of the 2020 election when legislators convene for their new two-year session in January.”
Aument is a squish whose constituents ripped him a new butthole and planted him a spine.
