Pro-lifers living in half of the United States have very few options for health care under Obamacare.
A new report from the Charlotte Lozier Institute, Family Research Council and The Heritage Foundation found that 69 percent of the Affordable Care Act, or Obamacare, health plans in 24 states and Washington, D.C. cover elective abortions.
More specifically, in seven of those states and D.C., pro-lifers have no options; all of the plans offered on the Obamacare exchange cover elective abortions, according to the report. They are: Alaska, California, D.C., Hawaii, Maine, Massachusetts, New York and Vermont.
These plans are subsidized by taxpayers nation-wide, meaning that even in states that prohibited abortion coverage in Obamacare plans, taxpayers still are paying for abortions in the states that are, according to the report.
“Due to the former Obama administration’s severe lack of transparency regarding abortion coverage, the American people are being forced, often unknowingly, to fund abortion through their federal taxes,” said Chuck Donovan, president of the Charlotte Lozier Institute. “This violates both the principles of the Hyde Amendment, and the deeply held moral beliefs of pro-life Americans everywhere.”
Researchers examined nearly 1,300 individual and family plans on the state exchanges in the 24 states and Washington, D.C. Unlike 26 other states, these locals did not pass life-affirming legislation to prohibit taxpayer funding of abortions through the exchange plans.
“In 2020, an estimated 2.4 million people are receiving a total of $13 billion dollars in taxpayer money in advanceable premium tax credits (APTCs) for plans that cover abortion on demand in all of the states that have not opted out of abortion coverage,” the report states.

Pro-life research organizations began investigating the subsidized health plans after a 2014 Government Accountability Office report found that Obamacare was covering elective abortions. Their website, Obamacareabortion.com, which is updated every year, informs consumers about what Obamacare plans include elective abortion coverage.
Donovan said Obamacare is a “shell of what it was promised to be.” Their research found that the program covers fewer than half of the 24 million people that its supporters estimated it would help.
He urged Congress to take action to protect unborn babies and all Americans by expanding the Hyde Amendment, which prohibits taxpayer funding for elective abortions in Medicaid.
“Rather than chase the Little Sisters of the Poor with mandates to provide contraception and abortifacient coverage to their employees, Congress should apply the Hyde Amendment permanently and pursue patient-centered, life-affirming plans that respect the dignity of all Americans, born and unborn,” Donovan said.
