Congress will approve $1.375 billion for a wall along the southern border as part of the $1.4 trillion omnibus spending bill for the next fiscal year, according to GOP sources.

Congress is expected to pass the measure on Monday along with a $900 billion COVID-19 relief bill. The White House signaled Sunday evening that President Trump would sign it...

Budget law requires the government to spend appropriated funds, but it is unclear whether President-elect Joe Biden will seek a way to circumvent the law or whether Congress would take action to enforce the law.

Trump had previously given conflicting signals on whether he'd support the massive package, which congressional leaders in both parties backed on Sunday. The money for the border wall, which matches the funding included last year for Trump's signature issue, could represent another reason for Trump to sign the bill.

This is the power of being built into the baseline budget - something then Speaker Paul Ryan did. It pretty much is on auto-pilot for 10 years (about 70 miles per year, of total Wall System).

$1.4 billion per year for 10 years could be seen as slow-rolling the project, but it also could be viewed as simply a cautious approach to over-paying for materials or other costs, from outstripping the ready supply.

President Trump showed that he could execute more money efficiently, and the mission was urgent enough to justify more money up front. So $1.4 billion per year was not up to the task at hand (Caravans, COVID, deliberate packing of swing Congressional Districts or States). But it is not just chicken feed either. It is a solid wall building program, by historical standards - just not Trump-speed.

That $1.4 billion/year wedge in the baseline budget remains - the gift that keeps giving. If it just flows through the bureaucracy to keep building down the Border Patrol's priority list, it will make a solid addition of probably around 300 miles of top of the line Wall System, or many more miles of partial upgrades.

Maybe not - once the contracts are committed the bureaucrats are too lazy and corrupt to change course. As far as I’m concerned every extra mile of the Trump border wall is more valuable than gold.

In recent years (since Speaker Ryan put this wedge into the baseline budget in 2017), the Congressional appropriations targeted the money for specified miles along the border. The bulk of the 2018, 2019, and 2020 appropriations were earmarked for the Rio Grande Valley and Laredo Sectors, in South Texas.

There is no telling yet what might be written into this appropriation - the devil is in the details.

One possibility is that a Biden Admin might just try to slow-roll the projects with reviews, or other devious means, like having Leftist front groups sue them, in front of selected Leftist judges - without actually re-programming the money. In that case, construction funding is generally good for five years, before expiring.

I wouldn’t be surprised if trump figues out a way to use today’s present value of the 10yr budget allocation & finish the wall at warp speed

or is\are there loop-holes for using the money on wall-related things...electronics\drones\beef up security at points of entry etc... ?

Well, it's pretty clear to me. The answers are "yes" (if Biden becomes President) and "no" in that order. I hope I'm wrong, but sometimes I hate it when I'm right all the time.

It depends on the wording. One little sentence might be slipped in, that gives them discretion. That happened in a big way in the Bush era wall program.

The newest wall under biden will be in the shape of a slippery slide from south to north.

As they slide down they will be given Green Cards, voter registration cards and welfare cards.
