‘Bordering on’ means close to, almost. It’s a way to speak the words without accusing anyone directly of the crime.

I call for Sen. Jeanne Shaheen to be immediately removed and jailed for threats against my person as a voting citizen of the United States of America. This is a Constitutional Republic and no edict by a low level politician will be accepted by me.
