Could this lead to inter-state tax war? Somebody fled to another state. But his old state wants to tax him. His new state wants to tax him, too. Now who has a right to tax him?

It should only be for the proportion of the one year you spent in the state.

States can only tax you for income received during your time in state or if you are a resident in a state. Most allow credits for taxes paid in other states.
