Just read a book about 2030 predictions. It talked about Africa realizing a substantial growth of their economy and a very large middle class evolving with it. The book predicted that Africa would become an agricultural power.
It all sounded good, and I hope the best for all. What I didn’t read was how Africa would overcome years of screwed up governments, ongoing wars, etc. I don’t see this happening.
To the point of the posted story if whatever an Akon is, he may be on to something and good luck - but the best money to invest with would be from other Africans.
Certain countries are doing better. Namibia is one of them.
I read that global warming will turn Africa into a wasteland.

Unlikely to be any infrastructure to support the construction of this scale.
No power, no water, sewer, roads...
A concrete plant? Skilled labor? Where would the workers stay and who would feed them while building this project?
Construction equipment, tractors, dump trucks...?
EVERYTHING would have to be imported, trucks to haul to the site? A road to the site?
Musk will have people on Mars before this project is populated.

Too many dictatorships there that don’t want prosperity or abundant food. Even when given it isn’t permitted.
