It seems to me that recouping $2.6 billion might be only from terminating the remaining DoD funded projects. This is the first report with some numbers, but the details are still vague.
Congress put up about 1/3 of the money (4.6 billion), but that money is mostly dedicated to specific miles in the Rio Grande Valley and Laredo Sectors, that have not been built yet, awaiting acquisition of private lands. Even if they allow those contracts to run, it will end up full of holes, if the Administration refuses to use eminent domain to take the land from hold outs.

In percentage terms, these do seem to be quite inefficient to terminate - something like 20% of the price according to this report, in addition to not receiving fully completed product for a good chunk of what is delivered.
Three percent of unfinished work is more typical of terminations in general, although such heavy construction projects inherently have larger tangible costs to settle than the many Government “Body Shop” contracts that are buying man-years of support for Departments and agencies.
Typically,rough road goes through first, then bollards, and then utilities (lights, cameras, alarms) and finished roads. The whole system is designed to work together to achieve its operational effect. If the projects are stopped suddenly, a lot of miles where some work was done, will lack key elements, and will only be partially effective.

I think the 2.6 is what they estimate they will have available to spend elsewhere, if they scrap the contracts.
No thought whatsoever of the other costs that will be incurred elsewhere, as a result.
