This has indeed happened before. In the 1960 election, an alternate slate of electors voted. They had the governor and legislature behind them. This slate has neither.

And they were utilized as legitimate… the so called illegitimate electors by some people’s definition where the ones that went to the alterntive candidate in that case it was Kennedy Over Nixon.
