This is relatively meaningless. Per the Constitution,
Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
Imagine in 2016, if Hillary assembled the PA and MI Dem electors in some Hilton in Philly and Detroit, resp, and they voted and sent their votes to the Senate. We'd be crying foul.
Yes, I get the mammoth fraud etc. but....barring a miracle, those States' legislatures abdicated their Constitutional role by letting the Dem electors be the electors of choice. This is all symbolic, but not legally binding unless some attorney can demonstrate otherwise.
