John and Mary are running for class president. There are 100 students in the class. When the ballots are first counted, there appears to be a tie: 50 ballots for John and 50 ballots for Mary.

Just to be sure, the ballots are counted again. It is discovered that one ballot that was counted for John should have been counted for Mary. Hence, Mary wins 51 to 49.

Only one ballot out of one hundred (1% of the ballots) was counted wrongly, but the error rate is 2%: 51/100 (51%) to 49/100 (49%).

An error rate of 68.05% means that 34.025% of the ballots were switched.
