Yup, she can pretty much do anything she wants. Add and subtract votes for anyone. Adjudicate any ballot, even if over voted.

I love the part where she scans a blank ballot and then just voted for Doug Collins and it gets accepted. Unbelievable! Kemp and Raffensperger need to go to prison for this abomination.
