Rep. Eric Swalwell, a California Democrat on the House Intelligence Committee, refuses to discuss his relationship with a woman suspected of being a Chinese spy and whom intelligence officials say had romantic relationships with two unnamed Midwestern city mayors.

Fang (Christine) Fang began targeting Swalwell when he was still a Dublin City, California, councilman before he was elected to the House in 2012.That seems really odd. Why go after a very small city councilman? Did she groom him from that point and did her Chicom buddies get him elected to Congress, then get him on the House Intelligence Committee?
Do the Chinese women spies recruit heavily across the land at City Council levels in the hopes that one or a few of them make it to important committees in Congress?
